(Staten Island Advance photo) CITY HALL -- The city may still open a homeless shelter on Staten Island as hundreds more residents are forced to seek beds in the other four boroughs.   At the beginning of November, at least 1,200 Staten Islanders were homeless and living in city shelters elsewhere.  There's now only enough space on Staten Island for 129 people after the city closed a Stapleton shelter for addicts this summer. The Department of Homeless Services has no current plans for new shelters in the borough with the fewest beds for the homeless, but hasn't ruled out the possibility given the need.  "In addition to increasing prevention to avoid homelessness in the first place, which is our top priority, we're certainly interested in opening additional shelter space for Staten Islanders," Steve Banks, the social services commissioner in charge of addressing the city's homelessness crisis, told the Advance earlier this month.  In October, the city began seeking a contractor to provide enhanced services for an expanded homeless prevention program pilot on Staten Island.  Though Staten Islanders already homeless make up around 3 percent of more than 60,000 in the system, the borough's need is growing.  The number of homeless in the system who listed Staten Island as their most recent address has increased 24 percent since the end of January to 1,331 at the beginning of November, city officials said.  The city would not provide more current numbers on Friday.  Despite the growing need, the city allowed a 12-bed homeless shelter for addicts to close in June.  Banks wouldn't say exactly why the Neighborhood Homes program was shut down, but explained shelters have been closed citywide as part of a review of homeless services earlier this year.  "We're phasing out old capacity in order to address the need to make Home improvement Staten Island sure all of our beds meet basic standards," Banks said.  That shelter, as well as the two that remain, are run by Project Hospitality.  There's still a family shelter with space for 46 families and a "Safe Haven" facility with 30 beds for the chronically homeless who tend to live on the street.
